Youth Endowment Fund: New Report – “Prioritising Protection”
Prioritising Protection, authored by Carlene Firmin and Hannah King, was commissioned by the Youth Endowment Fund to examine how children’s services convene multi‑agency safeguarding responses to extra‑familial harm (EFH). The report focuses on two core elements of local safeguarding systems:
- Multi‑agency operational responses, delivered through Multi‑Agency Child Exploitation (MACE) panels and alternatives to them; and
- Strategic partnerships, including Local Safeguarding Children Partnerships in England and Regional Safeguarding Boards in Wales.
The review considers how these arrangements operate, how well they identify and protect children, and what local and national changes could strengthen safeguarding responses.
This report is one of many pieces of research, guidance and tools produced by the Youth Endowment Fund to support practitioners and strategic leaders develop effective approaches to supporting and protecting children and young people.
