Bike Safety (including E-Scooter and Mopeds): Key Information for Parents and Carers
This leaflet highlights the legal requirements and safety considerations for children and young people using bikes and powered two-wheelers.
Key points:
- Private e-scooters are not legal to use on public roads, pavements or cycle paths. In law, they are treated as motor vehicles and cannot be used legally in public spaces.
- Rental e-scooters can be used legally in approved areas, provided the rider meets the scheme requirements, including holding the appropriate driving licence entitlement.
- Electrically Assisted Pedal Cycles (EAPCs) are legal for those aged 14 and over. They must have pedals and the motor must cut out at 15.5mph. Helmet use is recommended.
- Some electric motorcycles or “e-bikes” may require registration, lights, indicators, insurance and the appropriate licence to be road legal.
- Mopeds, scooters and motorcycles can only be ridden legally by those who meet age and licensing requirements, including completing Compulsory Basic Training (CBT). Helmet use is mandatory.
- Parents and carers are encouraged to ensure children understand the law, ride safely, and wear appropriate protective equipment such as helmets. Road traffic collisions can have serious, life-changing consequences.
