SEND Reform White Paper- Every child achieving and thriving
The Department for Education has published Every Child Achieving and Thriving, a White Paper with clear implications for safeguarding partnerships. White papers are policy documents produced by the Government that set out their proposals for future legislation and may include a draft version of a Bill that is being planned. This provides a basis for further consultation and discussion with interested or affected groups and allows final changes to be made before a Bill is formally presented to Parliament.
This white paper reinforces that children’s safety, wellbeing and inclusion depend on early help, strong multi‑agency working and shared accountability across education, social care, health, police and community services. The publication provides important national context for local safeguarding priorities, particularly around children missing education, SEND, attendance and early identification of vulnerability.
