An Urban Street Gang is a durable, street-oriented youth group, often territorial, known for its identifiable members and consistent involvement in illegal activities like drug dealing, theft, and violence, which are integral to the group’s identity, reputation (rep), and structure, functioning as a social subsystem with its own norms and hierarchy. These groups, usually comprising at least three members (often teens/young adults), use distinctive markers, claim territory (physical or illegal economy), and often come into conflict with rival gangs, posing significant threats to communities. 
Key Characteristics
  • Group Identity: Members see themselves as a distinct group, often visible in public spaces, and are recognized as such by others.
  • Territory: They claim and control specific geographic areas or aspects of the illegal economy.
  • Criminal Activity: Illegal acts (drug trafficking, robbery, weapons offenses) are central to the group’s purpose and status.
  • Structure: They have a discernible structure, hierarchy, and internal norms, even if loosely organized.
  • Conflict: They are often in conflict with similar gangs over resources or status.
  • Violence: Willingness to use violence (often increasing with hierarchy) is a core element, building reputation and securing opportunities.
