Why Did It Take So Long to Respond? Learning from Child Neglect Reviews

Delivered by the Newcastle Safeguarding Children Partnership (NSCP), this briefing explores the findings of the Why did it take so long to respond? Child neglect: A thematic analysis published by the Child Safeguarding Practice Review Panel. The report draws on national safeguarding review findings to examine why neglect is so often recognised too late and the impact this can have on children’s safety, wellbeing, and long-term outcomes.

The session will highlight key learning around cumulative harm, professional decision-making, multi-agency working, thresholds, and the importance of understanding the child’s lived experience. Participants will have the opportunity to reflect on how these findings apply to local safeguarding practice and consider what can be done to support earlier identification and more effective responses to child neglect.
